The Reds designate right-handed pitcher Don Roach for assignment. Roach was in the starting rotation at Louisville but Tony Cingrani was recently placed in that role.
Balester, 29, was drafted by Montreal in their last draft in 2004 with the fourth round pick. He was 3-7 in 15 starts as a rookie in 2008 for the Washington Nationals. Balester made seven starts with Washington in 2009 but has since made 51 appearances out of the bullpen, last pitching in the Major Leagues in 2012 with Detroit.
Balester started this season in the Pittsburgh organization before signing with the Reds.
