Jerome Simpson caught a 10-yard pass from Carson Palmer at the corner of the endzone. San Diego challenged but the ruling on the field was confirmed.
The Bengals drove 59 yards on eight plays after another short San Diego punt.
Clint Stitser missed the extra point but the Bengals lead 13-0.
